Dr Eng Silver Mugisha has reportedly reassured the clergy hailing from his home district, Bushenyi that it is only a matter of time before President Museveni stamps his reappointment as managing director of National Water and Sewerage Corporation (NWSC).

Mugisha whose term of office expired and has been in office without a contract since May this year, met over 80 clergy at Hotel Tuuza in Bushenyi on Thursday last week. Although the board approved his reappointment for another 5 years, Museveni has since gone silent on the matter. 

It is reported that Mugisha mobilized the clergy through his friend, Bishop Johnson Twinomujuni of West Ankole Diocese. He reportedly tipped each of them with a ‘retirement goat’ of Shs 300,000 cash.

“Had the president not wanted me, he wouldn’t have accepted the board to re-appoint me,” Mugisha reportedly told clergy.

Mugisha’s contract uncertainty has caused some discomfort and has sucked in political powerhouses from the district. A close confidant of Mugisha dismissed the allegations that he met the clergy in an attempt to sway them to appeal to President Museveni to renew his contract. 

“It was the wife [who met the clergy] because she’s an MP of the area, and Mugisha simply escorted the wife like any caring husband would. When he was invited to speak, he used the chance to apologize to the clergy that they had been sucked into the Bushenyi political wars because of his wife,” said the confidant.

“Do you really believe that Mugisha can give the clergy Shs 300,000 as retirement package? Do you know how much package those clergy retire with even?” said the confidant when asked about the ‘retirement goat’ cash.

Mugisha’s camp blames the former minister for General Duties Mary Karooro Okurut who lost the Bushenyi District Woman MP seat to Mugisha’s wife Annet Katusiime for what they called the negative propaganda. They claim Katusiime has politically established herself so firmly in Bushenyi that Okurut is now fighting her by ‘blackmailing’ her husband. We couldn’t get a comment Okurut.

The NWSC board justified his reappointment saying it was “because of the notable performance by the managing director and his management team.”
