The Kampala Capital City Authority (KCCA) has reinstated the Crime Investigations Department (CID) at City Hall to tackle rising corruption.

Daniel Muhumuza NuwaAbine, KCCA’s interim spokesperson, acknowledged public concerns, affirming the authority’s commitment to addressing corruption allegations seriously.

NuwaAbine noted that while the CID existed previously, it was disbanded under former leadership but has now been re-established under the direction of ASP Richard Mugwisagye.

He added that KCCA specifically requested a police officer to ensure independent investigations into corruption allegations. Due to budget limitations, NuwaAbine explained that Mugwisagye will not receive a standard salary but will be compensated with allowances from KCCA’s administrative budget.

Last month, acting KCCA executive director Frank Rusa Nyakaana addressed the media regarding the growing complaints about corruption within the authority.

Rusa pledged to take decisive action by establishing a rewards and sanctions committee to recognize high-performing employees while penalizing those engaging in corruption or unethical practices.

Rusa also mentioned that KCCA plans to collaborate with the Inspector General of Government’s office and will soon open a whistleblower platform to allow citizens to report corruption allegations for investigation. Richard Mugwisagye, the newly appointed CID head, previously served as the head of political crimes at Kibuli.
