The family of Cedric Kayiwa, an engineer who was allegedly shot dead by Stephen Nuwagira, the Soroti District Internal Security Officer (DISO) last month is demanding his indictment.

The family has written through their lawyers, Premier Advocates Attorneys, and Legal Consultants to the director general of the Internal Security Organization (ISO) asking for Nuwagira’s interdiction.

“This is therefore to request that the said DISO be interdicted in accordance with Regulation 38 (1) of the Public Service Commission Regulations 2009 which provides for the interdiction of a public officer against whom criminal proceedings are instituted,” the letter reads in part. 

Nuwagira, who is currently on remand over the murder charges is said to have developed some misunderstanding with Kayiwa in the bar that led to the shooting. Police entered a case of the unlawful cause of death against Nuwagira vide Soroti CRB 393/ 22 at Soroti central police station.

Kayiwa’s family has also written a notice of intention to institute a civil suit against the DISO for compensation for his death. 

“Whereas the criminal case is ongoing against you, we have instructions to institute a civil action against you for purposes of securing compensation to the family of the deceased for the loss of their sole breadwinner,” the notice written through the same firm reads.

Nuwagira, who appeared before the Soroti grade magistrate, Edmond Okiror Okwi for mention of his case on Tuesday was further remanded until January 24. Kayiwa was working with Access Solar in Opuyo- Soroti by the time of his death.
