Bombs struck the Jabalia camp for a second time in two days, pulverising buildings and, according to the Hamas-run health ministry, killing dozens of people.

Footage from the Israeli military showed tanks and armoured bulldozers churning up bomb-scarred dirt tracks and troops searching shattered buildings for Hamas militants and the 240 hostages still missing.

Israel laid a total siege on Gaza following the October 7 attacks by Hamas, cutting off food, fuel, water and power supplies to the enclave.

The matter has exposed deep divisions in the Security Council, with a total of four resolutions gaining insufficient traction or being blocked by a veto in less than two weeks.

The Hamas-run health ministry claimed that Israel was behind the attack on the Ahil Arab Hospital in Central Gaza but Israel's military blamed a malfunctioning rocket fired by Islamic Jihad militants.

Speaking at an economic forum in China, Guterres condemned the October 7 Hamas attacks on Israel that killed more than 1,400 people as "acts of terror" that could not be justified.
