She joins the bloc at a bad time when it is afflicted by multiple crises, worse of which is a cash crunch that has threatened to bring operations to a halt.

The summit is expected to swear in Veronica Nduva, Kenya's President William Ruto nominee for Secretary-General, after a change of guard that was triggered by the recall of Dr Mathuki on March 8.

Norwegian Foreign Minister Espen Barth Eide, while speaking generally of the Kenya-Norway ties, used the occasion to clarify his country’s role when Kenya and Somalia fought at the International Court of Justice (ICJ) over the Indian Ocean border.
