
Luwero Chief Magistrate’s court has remanded three teachers over alleged unlawful possession of Uganda Certificate of Examination (UCE) papers.
The accused persons are Uneb chief invigilator Dalton Denis Lubega, Zawadi Bwambale, and Herbert Woopo – all teachers of Midland High School in Luwero town council. They appeared before magistrate Mariam Nalugya Ssemwanga on Tuesday after they were arrested by private Uganda National Examinations Board (Uneb) investigators and the police.
Lubega, allegedly issued papers to candidates and then photographed them before sharing the soft copies with Bwambale and Woopo among others still at large. Lubega was deployed as a chief invigilator at Goshen Secondary School, Victoria Model, and Shammah High School on different days.
Lubega allegedly shared commerce and entrepreneurship papers with his colleagues. Prosecution led by Racheal Kirabo told the court that the trio between October and November 2023 were found in unlawful possession of UCE papers contrary to section 25(1) of the UNEB Act 2021.
They denied the charges and applied for bail. Each presented two sureties for the bail application. However, state attorney Racheal Kirabo objected to the bail application on grounds that the sureties’ documents had inconsistencies and another failed to produce evidence of missing National ID.
The magistrate remanded the accused persons to Butuntumula Prison till November 20 when they will return for a ruling on their bail application. Last month, police in Kampala arrested Williams Suuna, the head teacher of Old Kampala Secondary School, Luyima Gilbert, a teacher at Bank Hill College, Zana, and Zuria Kunia Kareem, the headteacher of Nakaseke Seed School also over alleged exam malpractices.
They were allegedly found in possession of what appeared to be a Uneb examination paper. Once convicted, culprits now face the possibility of imprisonment ranging from 5 to 10 years or hefty fines of up to Shs 20 million.
