DPP recalls murder file against Soroti DISO

The directorate of public prosecutions (DPP) has recalled the file in which Soroti District Internal Security Officer (DISO) Stephen Nuwangira is accused of shooting dead a solar energy engineer Cedric Kayiwa. 

Nuwangira who is currently on remand allegedly murdered Kayiwa of Access Solar in Opuyo- Soroti in December last year. Last week, Soroti state attorney Daniel Kiduma told grade one magistrate Edmund Okiror Okwi that he was not able to proceed with the case since the file had been summoned by the DPP.

“This particular file was called at headquarters, Kampala. The same file is not back from the headquarters. Your honour, I am not able to ascertain the level and the result of the events as lodged by the accused and his lawyer”, Kiduma said.

But Sulainah Nankanyi, a lawyer representing the family of the deceased said that they expected Nuwagira to be committed to the High court for trial as all investigations are now all complete. 

“The reason as to why it has been forwarded is the accused person requested an additional statement to be added on the file which was rejected by the OC CID and then the file was requested to be forwarded to the headquarters Kampala. As lawyers on the watching brief, the investigations were concluded, the ballistics that had stopped the file to be forwarded were concluded, so basically, the evidence on the file was concluded and we see no other reason why the file was being forwarded,” said Nankanyi. 

Jacqueline Okui, the DPP spokesperson declined to reveal why the DISO’s file had been sent to the headquarters. Last month, the state attorney noted that Nuwagira’s family was interfering in the case by engaging the media, the state, and other government bodies including the State House in the matter. Nuwagira was further remanded to Soroti Prison until February 23.
